国家发展改革委等八部门联合整顿游览参观点门票价格
 
针对部分地方游览参观点门票价格竞相攀比、价格偏高等问题，为促进旅游业健康发展，维护消费者合法权益，4月9日，国家发展改革委、财政部、国土资源部、住房和城乡建设部、国家林业局、国家旅游局、国家宗教事务局和国家文物局联合下发了《关于整顿和规范游览参观点门票价格的通知》（发改价格[2008]905号），要求全面清理整顿门票价格。
《通知》要求用1年的时间，对全国范围内实行政府定价或政府指导价的门票价格进行清理整顿。对于门票价格过高的，要适当降低。游览参观点原则上实行一票制。游览参观点内缆车、观光车、游船等交通运输服务价格应单独标示，单独销售，不得与门票捆绑销售。禁止高价票、高回扣，除价格主管部门统一规定的门票价格减免优惠政策外，游览参观点对旅行社等团购门票实行的价格优惠率最高不得超过门票价格的 20%。在清理整顿期间，门票价格及游览参观点内缆车、观光车、游船等交通运输服务价格一律不得提高。
《通知》要求规范门票价格管理。除文物建筑及遗址类博物馆外，全国各级文化、文物部门归口管理的公共博物馆、纪念馆和全国爱国主义教育示范基地，今明两年内全部实现向社会免费开放。与人民群众关系密切的城市休闲公园要充分体现公益性，实行免费开放。暂不具备免费开放条件的，应实行低票价，并规定实行免费开放的具体时间。各地应建立游览参观点免费开放日制度，明确对儿童、学生、未成年人、老年人、现役军人、残疾人、宗教人士等的门票价格减免范围和标准。对于一些重要游览参观点门票价格，要由省级价格主管部门管理，不得层层下放管理权限。
